The only thing that came to mind for that geographical area when I read the
initials PH were Principal Herald.

I know the Laurel office and the Asterisk office have computer equipment
that moves with them.  Does the Star office?  Of course, my bet is that
such a hard drive was more likely to be named "Star" than "PH".
