Addition and deletion of an entire group of tertiaries is always a CD
(X.4.i), even if the underlying charge doesn't exist in one of the
coats.  For example,
    Ermine.
and
    Ermine, on a chief sable a sword fesswise proper.
have two CDs, one for the chief and one for the sword on the chief.

You can also call them clear by RfS X.1.
    1.  Addition of Primary Charges - Armory does not conflict with
        any protected armory that adds or removes the primary charge
        group.

Note that, like X.2, it's not part of CD counting.  It's not just one
of two CDs needed.  "Does not conflict", period, go to the next
potential conflict.

It is, however, true that it is also clear by X.4, having the two CDs
noted above.  It doesn't matter which way you clear it -- if any one
of X.1, X.2, or X.4 says it's clear, it's clear.  In this case, it's
easier to use X.1.  You might find it easier to use X.4 in a few cases
(if you're not sure whether there is a primary charge, say).
