Isn't this in conflict with Panama, Quarterly 1 and 4 argent, 2 gules, and 3
azure?

None of them are clear by RfS X.4.a.ii (a), as they are all plain-line and
quarterly, and none of them are clear by (b) either, as they all share
argent.

Quarterly bendy sinister sable and argent and azure.

Has one CD for the bendy sinister, but I'm not sure about anything else.
