Actually, I believe it is a 4 month turnaround, it's just
that if something is pended at the January meeting, that
won't be published until March or April.  It's four months
from when it's published, not four months from the meeting
when it was pended.

Are you talking about 2003?  February's LoAR, including
pends, was published the end of May.  So that's four
months after publication.
