True enough, as Jayme said, but more often than not, I've seen that if the
Crown doesn't have their herald, they usually still have a tabard with them.

It does happen. The Crown does not always travel with their herald.
Whenever you herald for the Crown, and act as Their voice, you wear the
kingdom tabard. Likewise goes for a barony, with the baronial tabard.
