'Bas' is Hebrew for Daughter of, and 'me' or 'mi' is Hebrew for 'of..insert
city name'

So 'Hadassah bas Chanaleah me Safed' might be one way to do it.  Personally
I think she should find a new first name, as Hadassah is trademarked, and
has meaning to Jews.  Having someone trapping around going by the name
Hadassah, not observing the Shabbat would be down right insulting, then
again, those that would be insulted would be home, or at temple (grin).
It's the college's call as always.
