[ANSTHRLD] A question about charges on charges.

Is there any specific rule or precedent (I have looked, but not been able to find anything) restricting the types of charges that may be charged?  For example I see no practical way to place a charge on a fret or an annulet.  In that instance the charge would be way to small to be easily identifiable.  If it were made larger it would no longer be “on” the underlying charge.

So is there a specific ruling or does it just fall under being identifiable?
