[ANSTHRLD] per chevron

So, I am wondering about this per chevron a gentle is drawing for his 
device. Should the lines start at the hatch marks between the fess hatch 
marks on either side and the bass hatch mark (on the official form) or 
should the chevron be started between these marks? I am asking because he 
has already resubmitted once because it wasn't drawn correctly and I'm 
trying to alleviate another submisson after this next one for the same 
reason. 
 Man that was long winded sorry!
