Yes, the Ansteorran approach would be quite a shock to somebody
from the East kingdom.  I've had long arguments with Arval on this
topic.

The SCA (in Corpora) and Ansteorra (in kingdom law and the award
and order constitutions) define what the official awards and
orders are.  They do not, however, have the authority to re-define
the common English word "award".  Any person or group of people
can give out awards; they cannot, however, make anybody else care,
or make them offical SCA awards.

Each barony has a single baronial service Order.  Many of them
also give out local awards that are completely unofficial.  We
don't report them to the kingdom, they don't show up in the Order
of Precedence, and they aren't "real" awards in the SCA sense, but
they matter to the locals.

Ansteorra has a single shire service award, the Sable Comet, that
any shire can ask the Crown to gve to some of its members.  Some
of them also give out local awards that are completely unofficial.
 We don't report them to the kingdom, they don't show up in Order
of Precedence, and they aren't "real awards" in the SCA sense, but
they matter to the locals.

If your group wants to give somebody a purple kumquat, no problem
-- give it to her.  Just don't believe it's an official SCA award,
and don't try to make the rest of the kingdom care.
