[ANSTHRLD] name question

I have a gentle that would like to try and register the name Melinda.  In
searching the O&A I find one registered name with Melinda in it but it
rather old as far as the rules being updated goes.  So, could I get some
help here?  I've read practically every article at St Gabe's that I could
possibly so please don't say start there..I did.  Thanks,
