That's a tough one.  My view on the office of Bordure is probably different than most.  I don't think Bordure should be a providor of documentation with regard to Ansteorran submissions.  If a college action (on the AICC) states, "Forward to Laurel with So-and-so's documentation", then So-and-so's documentation should be properly documented, so Bordure can copy it into the LoI without having to look up the reference.  If a photocopy is required for that documentation, it should be forwarded to Bordure by the commentor who has the source.  If there is incorrect, or insufficient documentation, I don't believe it is Bordure's responsibility to find it.  The responsibility of documentation rests with the submitter.  That's just my view.  Others' may differ and are welcome to do so.  I'm not intending to start a debate on this.
 
That said, if Bordure is expected to be a commenting herald of the CoA, then the office should have books to be able to provide commentary and verify documentation.  Priority of books should be given to the No Photocopy list.  Beyond that, I'd suggest looking at what books are referenced most often on other kingdom's LoIs and target the ones with greatest frequency of use.

Hey fellow heraldic types.

If you were Bordure Herald and you could have any book in your Bordure 
Library what books would you have?

Keep in mind that you don't have to stick with the do not have to photo 
copy book list.
