[ANSTHRLD] Permission to Conflict Question

2 devices have 2 owners and he would need a letter from both.  I am not sure
what you mean by original registered device owner.  If there are 2 different
devices then there are 2 owners.  I would guess by your question that one
had gottena  letter of permission to conflict with the other, but I do not
believe that matters in this case.

I'm helping one of my locals with this one beause he hasn't had to contend
with permission to conflict yet, and I'm asking because I haven't had this
come up on me yet either

He just had his device returned at Kingdom for 2 conflicts,, his device
was/is able on a roundel or a dragon rampant gules.

 He conflicts with two people both of which are because of the tertiary
charge. Is he going to have to get a letter from both of the people he
conflicts with or just the original registered device owner?
