It's not just culture, but also language (for example, in Scotland you get 
Latin, Scots, and Gaelic documents) and other notes - like whether the given 
name is in a genitive case - which means it would need to be changed to 
nominative for a name submission.

If someone wanted to do this, the best idea would be to type in all the names 
from Black, leaving columns for language, notes, and "trustworthy?" and let 
folks annotate as part of proofreading.  The reason I add "trustworthy" is 
that any example in Black that he pulled from "HP" is from the Highland 
Papers - which are known to have "updated" spellings from period documents.  
so, anything with the source noted as HP is suspect.
