[ANSTHRLD] On the protocol of resubmissions

I now have a client who has asked about my handling the resubmission of her
name. I have questions, please.

1. How long should we wait after the request to withdraw the old name has
been made before sending in a resubmission of an entirely new name?

2. The client is from another Barony (Steppes) who has their own Herald. The
submission that is being withdrawn was originally submitted at Warlord. She
would like me to actually submit the new name to Asterisk, but neither of us
want to step on any toes. Should the resubmission go through 'her' Baronial
Herald, or is it all right for me to handle it?

3. Also, if I actually submit the new name, would the Barony then be
'Elfsea' ('my' Barony) or would I put in Steppes ('her' Barony)?
