[ANSTHRLD] LoPtC order names

A Letter of Permission to Conflict should accompany the submitter's forms.  One copy of the letter should be attached to each copy of the form being submitted.  A LoPtC doesn't cost anything, because it isn't sent up by itself.  It accompanies a submission and follows that submission through the whole process.

What is protocol for LoPtC as far as baronial order names are concerned?
Does the barony need to send a copy to Laurel?  Does it need to follow the
paper trail through kingdom like a regular name?  I am assuming there is no
cost to the granting barony as they are not registering a name just granting
permission.  Thanks for any help,
