Scan/copy the shield, reduce, and stick four on a sheet (or more, if
you can work that small).  Single-sided with notes on the back side in
case your coloring medium bleeds. I usually have about a hundred of
these lying about and one day while copying at Office Max they told me
they'd drill the stack for three-ring binder for a pittance. I only
was making 20 copies but I promptly bought a ream of paper and had the
whole thing drilled. The binder's office surplus and says Intel on the
spine next to my badge (done in liquid correction fluid - gotta love
argent badges).

These things are _very_ popular. I hand 'em out to people trying out
design ideas, use them myself to render a thumbnail of conflicting
registered armory or help folks sketch various layouts using their
design elements.  you can maybe use a computer for this sort of thing
but I'm a very old-fashioned herald. Outdoor events, ad hoc setups in
the corner of the feasthall, consulting out the side door of my car at
fight practice or at the pizza parlor after an event planning
meeting., Paper gets wet, no big deal. Someone once walked off with
his computer because it started to rain (An Tir - duh!) and stranded
six consultees. I pulled out paper and pencils and we kept going.

I actually have three sizes.  Otherwise blank sheets with one shield
exactly the size as the one on the submission forms for final work and
tracing, four on a sheet, and twelve small ones on a sheet. I get a
page to sharpen pencils and help me lay out some colored pens (I
remember one laughing and saying it was just like working for the
children's minister with coloring sheets and crayons - and I didn't
disagree) if I can get the help and I'm set.

Watching a knight stand very still in full armor so his squire can use
his backplate as a drawing surface warms the heart of this old herald.
