Restricted??  NO PART of a 501-c3 may be barred from public view on demand.  You can demand the documents are viewed in a closed setting, eyes only, at a site of corporate choice.  But you can not prevent anything from being viewed.

I speak from experience as a former office<at all levels, treasurer, VP,President,Ect> of several "501-c3"s .  All documents are public by law.
