I want to leave aside the excellent notion of making sure everyone's

There's a general principle of database design that data should be
maintained in only one place.  If it's useful in other contexts, they
should have pointers to the real location, or have a copy ("cache")
that is *automatically and immediately* updated upon change or use.

There is a herald who maintains a (more or less) current database of
name and armory registrations.  His title is Morsulus Herald, not
Zodiacus.

I gather from the above that the OP stores registered name and armory
info.  That should not be done, because it will become out of date
almost immediately (propagating bad info) and it's duplication of effort.
