[ANSTHRLD] Electronic Notifications

As per the latest LoAR Cover Letter, Arbalest Pursuivant may now issue
electronic notifications to submitters to notify them of Laurel
Acceptances/Returns and Kingdom Returns.  In cases where email
addresses are invalid, or illegible on the forms, written
notification, sent via USPS, will be used.

In cases where submissions are returned, I recommend that Arbalest
also contact the consulting herald and/or local herald for the
submitter to help facilitate getting corrections made to resubmit.

If you receive submissions from submitters, please make sure all
written information on the form is legible.
