Having been around some, I haven't seen anything official. To my limited
knowledge, it seems to be an agreement between Star, the Kingdom Seneschal,
and the Crown. Mainly, it seems to be whether there is a group that may want
to use the name and arms again. Also, I think there should be consideration
of the arms being used again by another group or for another purpose by the
Kingdom.
