It requires a letter from the person transferring the item AND a letter 
from the recipient accepting the item.  Both letters should include SCA 
names and mundane names of the transferring and receiving parties.  
Also, the letter from the recipient should include how the device is to 
be received.  If the recipient has a registered device that is to be 
kept as a device, the received device should be converted to a badge.  
If the recipient intends to replace his/her existing device with the 
transferred device, it should be indicated that his/her existing device 
should be released or converted to a badge.  A resourceful herald would 
draft up a single letter with both parts included and have both parties 
sign their respective parts.
