The overall concept isn't bad.  There are a couple of alterations
that'll make it perfectly fine style-wise.  The first is to bump up
the cross large enough to dominate the field and spread the canton
across and make it a chief, then make the foxes all equal-sized.  The
second is to divide the field per fess Or and gules, spread three
equal-sized foxes across the top and make the cross the same size as
the foxes in the lower section.

I haven't checked either idea for conflict, so these should only be
taken as style notes.
