Well, Clatsop County is now the Shire of Heron's Reach.

According to Wikipedia:

"Portland was incorporated in 1851 and is the seat of Multnomah County. The 
city extends slightly into Washington County to the west and Clackamas County 
to the south."

Clackamas & Multnomah Counties are the Barony of Three Mountains.

Columbia County is the incipient Canton of Kaldor.

The registration info for these groups is:

Three Mountains, Barony of (01/1973)
Herons Reach, Shire of (03/2002)
Kaldor's name is not yet registered.

So, my bet is that Treharne started as a spin-off of part of Three Mountains -
 or maybe an independant shire starting up near Three Mountains.  So, if more 
info is needed, it may be worth contacting them since someone there may know 
the history.
