Maybe, but superfluous. I misunderstood your question and Robin gave
you the information you really needed.
Steppes' tradition seems to be that the awards given with the barony
are permanent. Northkeep went the other direction.

Thanks for the excellent information! I had not yet considered reaching
into the OP to analyze other BSAs.
And you are correct as far as I know that the Oaks do not have a
charter. They didn't have an award text until last week, but who
knows... the times they are a' changing.
