[ANSTHRLD] Use of Society badges by lower-level officers

In fact, that was always given as the reason for the ban on lower level badges, when I was learning this stuff in the late seventies / early eighties.  Officers were expected to use a badge that anyone would recognize, even someone who just moved in from another kingdom.
