Can a group create a heraldic will such that if the group ever goes defunct then it can will its armory to specified members of the populace or other groups? Just curious. I do know that by default if a group goes defunct that the name and armory reverts to the kingdom.

No. the branch DEVICE must have a laurel wreath. Badges are also armory and do not have that restriction. But If they can have a heraldic will I see nothing stopping them leaving their device to another group (other than kingdom which would receive it by default).
