Alisdair wrote a good, solid post about the registration of branch names and arms.  Let me add one historical fact.

That's not really a name change, but at the time, there was only one date recorded.  For example, I submitted my name, device and badge in 1979, and the name was registered in 1980, while the device and badge were returned.  The arms and badge passed on the second appeal in July 1981, and that date is now shown for my name, as well.

When they Steppes became a barony, the oak tree was added to the arms to have a symbol for the new baronial order.  So October 1976 is the date of the arms change.
