Unfortuinately I do not really have time for conflict check right now, but i can add the following:

Sorry this violates the Rules for Submission.

"RfS VIII.1.c.ii  Layer Limit - Designs may not be excessively layered.

All charges should be placed either directly on the field or entirely on other charges that lie on the field."

This even leaves aside the question about whether you can fimbriate a Thor's Hammer.

Fimbriation would be a lot thicker than you show here.  With this it simply looks like it is a drawing argent on argent.  

RfS VIII.3 "3. Armorial Identifiability" states "Voiding and fimbriation may only be used with simple geometric charges placed in the center of the design".  

I will give you that you meet the center of the shield qualification, but I have been unable (after a brief run through) to find a precedent regarding if a Thor's hammer may be fimbriated.  It could be,  based upon the particular rendition, but that alone tends to tell me that as a general rule it will NOT be considers simple enough.
