Who?  I've never heard of any Marmaduke except the big dog in the
funny pages.  One of the criteria considered is inclusion in a printed
general encyclopedia.  The 1911 Encyclopedia Britannica via
<http://www.1911encyclopedia.org/Alphabetical_index> doesn't have any
article title starting with "Thw" or "Marmaduke".

The source you provide,
<http://www.genuki.org.uk/big/eng/YKS/ERY/Thwing/Thwing92.html>, says
"His descendant, Marmaduke de Thwenge, distinguished himself in the
Scottish wars of Edward I., and was by that king summoned to
parliament as a baron. He obtained a charter of free warren in this
and other manors; at the same time he received the grant of a weekly
market here, on Wednesday, and a fair yearly, 'on the eve, day, and
morrow of St. Thomas the Martyr.'"  Doesn't sound very distinguished
to me.

Unfortunately, I don't have convenient to hand the precedents on
people famous enough to protect.  There are criteria other than
appearance in a printed encyclopedia.
