[ANSTHRLD] Assistance at a local level ( was: Eldwin's Submission 1)

These are all good suggestions, and I'm interested in what other
suggestions may crop up.  I kinda want to make the front page of
heraldry.ansteorra.org a bit more useful for non-heralds. But again,
that supposes that people actually visit that site at all...
