Suppose that Bryn Gwlad wanted to designate its registered badge

as being "for the populace".  The CoA Admin Handbook says

    Branch badges, order or award names, and other Branch names (such
    as names for guilds, herald's titles, etc.) do not require
    evidence of support at the Laurel level. Kingdom may require it if
    they so desire, for their internal procedures.

I don't see any such requirement in the Ansteorran CoH handbook
<http://heraldry.ansteorra.org/docs/COH_Admin_Handbook.pdf> Is there
such a requirement, or can Halberd just send to Asterisk 3 copies of a
letter (like a name)?
