I'd be inclined to request signature from the local pursuivant as well as
the seneschal/nobility. Though we do not require petitions of support, the
signatures of the local administration should be present.

Also, in this case, since there is no alteration of registered items, you're
just asking Laurel to amend the O and A entry to specify the badge is for
populace use, you can just email a scanned version of said letter to
Asterisk and Bordure. Asterisk will print a copy for the files and Bordure
can get it on the LoI.
