It is indeed Fiacha the Blue.  His original explanation had something
to do with the color of the sea.

I apologize for my inept handling of this.  I really don't even know
what sort of information I should be collecting to begin this process.
 I only know that I've had this on my to-do list for a long while and
I wanted to start doing *something* with it.
