No.  So far as I've ever seen, "cases, not controversies" is the rule
as much for the SCA CoA as for the US judiciary.

(There are rulings outside LoIs, but they are purely administrative
things like kingdoms prepaying submission fees or checking the wording
of a standard letter.)
