All the period dated entries under 'Mitre' in Papworth are denoted as ecclesiastical with the following possible exception (Bold emphasis added):
 
"Az. three mitres or.  Mickerton.  Miterton, Newcastle; Harl. MS. 1386, fo.96.  Bishopric of Norwich.  The mitres labelled or.  Benedictine Abbey and Cathedral of Chester.  Sima de Apulia, Bishop of Exeter 1214-23."
 
There are, like in Parker, undated entries for a very few family names.
 
I'm really uncomfortable finding that cant. IMO Mitres , like Crowns and Caps of Maintenance, imply powers and rank.  Crosiers vs staves and sceptres vs maces differ in minor detail.  Headcovers, however, feel unique and definitive to my modern eye and sensibilities.

 
BTW: The Jan 93 Cover Letter had:
"I have been asked about the use of the ecclesiastical titles such as Bishop. It seems that some bishops in period were titular bishops and did not have real sees to oversee, but rather were given a defunct see. This was often the case for the administrators of the church in Rome. Thus one can argue that bishops are not always territorial. Similarly, in some countries the title of bishop is not a title of nobility. So the question becomes: is a title forbidden if it ever was noble or territorial, or is it only forbidden if it always was noble or territorial? Does anyone know the results of that meeting?  It seems relevant.

Thanks for finding that, Magnus.

It is worth noting that that return, however, is 1983; and since then,
bishop's crosiers (also a symbol reserved to cardinals, bishops,
abbots and abbesses according to Wikipedia) have been registered
without comment.

We haven't registered (or returned that I can find) any arms with a
pallium, but it has been given a CD from an ordinary pall (June 2002
CL).
