I have often considered the Precedents to be the Readers Digest in the 
doctor's waiting room version of the LoARs.  They are digest versions
and years out of date.  The only way to find recent rulings in the LoARs
is to use one of the search methods given.

There is also a massive rewrite of the SCA heraldry rules going on that 
will obsolete many of these rulings.
