A large percentage of returns at Laurel are due to obvious conflicts, redraws because
of tincture or severe identity issues, or violations of longstanding rules and precedents
that even a casual search would find. This type of submission shouldn't leave kingdom,
and doesn't, in kingdoms with very few Laurel returns.

Submissions with issues that have never been ruled on need to go to Laurel.  Names
from rare cultures need to go up with what has been found.  Visual conflict issues 
need to go up as well.  Items that you have doubts about but aren't certain will be
returned need to go to Laurel.  Discussion at OSCAR and the LoAR will clear up issues 
even if it is eventually returned. There will always be a few obscure conflicts that get through.
Note that there aren't many submissions like this, so kingdom should have a low return rate.
