[ANSTHRLD] Permission to Conflict Question

I will include a printed letter with my submission, I was just wondering if
I had to ask the person giving me permission to conflict to go to the
bother of mailing a copy to the U.S., fortunately I didn't and I already
have the letter I need.  He was able to scan it and email it to me.
