For the record, a device like this is extremely poor heraldic style (even
if you can bring it down to the maximum count).
Is there a reason that you need a base *and* a chief? And three charges in
addition to the two ordinaries?

Perhaps replacing the base-and-a-chief combination with a simple fess would
help. Crossing the key and trumpet would also help to make the whole thing
better. Figure out what is most important to the client, and make that the
centerpiece.

Just a suggestion: <Per saltire Or and sable, a tower gules and on a chief
vert a trumpet and key in saltire Or>.
Another suggestion, 'cause I can't help myself: <Vert, on a fess Or a tower
gules and in chief a trumpet and key in saltire Or>
