[ANSTHRLD] Announcing the next Star Principal Herald

Sir Kief was the first to be a peer before he was Star, and I'm pretty sure he was the only one until Sara. (Aureliane was a peer when she became Principal Herald her second time. But when she first took the office, at the start of the kingdom, she wasn't.)

Certainly Aureliane, Anebairn, Janos, Adelicia, Da'ud, Tadhg, Dathi, and Richard were non-peers, and that takes us up to Kief. (Aureliane's second term came between Janos and Adleicia.) After that was Tostig, but then my memory gets fuzzy. Donal, Francois, Rosalia, Borek, Druinne, Alden, Emma, Etienne and Andrewe were all Star, but I couldn't place them in order now. And I'm not sure if I left anybody out.

Also, Telbyrne was the Star Herald (herald of the principality of Ansteorra). He wasn't a peer yet either. Aureliane was the regional herald before the principality. I don't know if it was a named office; that was before my time.
