He is a Herald Extraordinary. The rank associated with the title is not technically part of the registration.

Many of our heraldic titles were registered as one rank and used as another. For instance, Golden Staff Herald, Asterisk Herald, and Bordure Herald are all registered as Pursuivant titles.
