Aside from substantial difference (what used to be RfS X.2) as you
mentioned, now tertiaries (charged on charges) count for difference
pretty much like charges on the field.

The name rules are stricter about lingual mixes (and "SCA compatible
names" are now gone: goodbye Ceridwen and Rhiannon).  However, they
also greatly simply matters, with somewhat simpler general principles
and tables in the back for combinations.  They also freed up a lot of
space from conflict.  On the whole, the number of returns before and
after are roughly the same.
