I'm one of TI's contacts for finding papers, have published there, am
coauthor on an upcoming Compleat Anachronist (not at all herbal) and so
have corresponded at length with the current editor.
Both would be very interested in an herbal ointment article. I'd even
suggest you do a simple article for TI, and use it to plan a pamplet
length one for CA.  

Re-creation of topical ointments should be no problem.  The risks are so
much less than things taken internally.  And there are many you can
easily document as safe.
A few comments on "if you are allergic to ragweed..." will cover most
other problems.
Your phrase "in the spirit of period medicines" is key and I think the
time is outstanding for offering suggestions that will help people
across the Known World try things and learn about Period herbalism.
  
I think the idea would be really neat, I'll be happy to correspond with
you in detail--tho I don't officially represent TI in the Midrealm :-) 

And the enthusiastic endorsement applies to others who would write of
gardening or scented soaps or putting herbs into cooking, Period
style...  what about a humour-balanced menu?
