HERB - Guilds and ethics

I steward an Herbal Guild in Eldern Hills.  We hold meetings once a 
month, but the attendance is always frighteningly low.  Myself, my 
deputy, and 2 or 3 others.  I've thought about starting a kingdom guild, 
but with baronial attendance what it is, I'm not sure how many people 
would actually be interested.
