It means that it contains a less toxic form of alcohol.  Ethyl alcohol is
what puts the sting in Stingers - in other words, booze.  It may or may not
be food grade ethyl alcohol which is a grade of alcohol.

But back to the question, IPA (isopropyl alcohol) is a great solvent for
all sorts of things including adhesives like bottle lables - but is not to
be taken internally.  Methyl alcohol (wood alcohol) is poisonous.  And I
have never tried EtOH (ethyl alcohol) to disolve gunky oil of any sort but
can attest to the fact that it is not poison if taken in reasonable
quantities.
