    Probably because that would be a hybrid, and the smell is probably not
 indicative of the citronella content.

    Perhaps--but I tried tincturing some herbs years ago with rubbing 
alcohol, and the smell of the alcohol was so strong you could barely smell 
anything else! So, in this case, the alcohol might be at least part of the 
problem..............
