I think this varies from place to place. In the East Kingdom, they try to
give out the scroll when the award is done, but there are plenty of
awards that don't have a scroll ready when the award is done. In the East,
the Tyger Clerk of the Signet tries to manage that backlog and assign
people to do backlog scrolls, so before you commission someone to do your
scroll, check with the equivalent office in your kingdom to see if the
scroll has already been assigned.
