[Loch-ruadh] Yule Revel

I heard back from Guyon, the autocrat for Yule Revel, and unfortunately the hall being used will not allow open flames, so alas, no candles (at least not lit ones).  I then asked if enclosed candles (lanterns) would be allowed.  He is checking on that and will let me know.  Just some info I think we need to take into consideration for decoration planning.
