[Loch-Ruadh] Officer reminder...

As was discussed at Loch Ruadh's Officers meeting on April 9th all Loch
Ruadh Officers will be sending their reports to the Seneschal of Loch
Ruadh as well as the Seneschal of Elfsea since so many Elfsea offices
are in transition.
