Nope.  NMS would not apply since the event announcement states
"children 6 and under free."  Corporate policy says that "The NMS will
not be collected if there is no fee or required donation to attend the
event." and "The NMS will not be collected for minors for whom there
is a discounted event fee."  Either one of those applies in this case.
